If not specified, only players 29 or younger are eligible for rating increases; players 24 or younger for talent increases.
SPENDING POINTS
When you post, please make it clear who (position, name) and what (talent, rating, contact, movement, etc). The player must be in your organization in the game for the Commissioner to put in the changes.
(Spending points on a prospect you trade for after the World Series but before the flip will not go in effect until after the flip, meaning the ratings count toward the restrictions for the post-flip year.)
Hitting
100 points = 1 point added to a player’s OVERALL LEVELS. (Max 70 on 100 point scale.) Restrictions: Can only bump ratings 10 points a year per category.
1,000 points = 1 point added to a player’s TALENT LEVELS. (Max 80 on 1-100 scale.) Restrictions: Only ten points bump per category per year)
500 points = 1 point added to a hitter's running and bunting categories (Max 8 on 10 Point scale). Restrictions: Can only improve 1 point per season per category.
Pitching
150 points = 1 point added to a player’s OVERALL LEVELS. (Max 70 on 100-point scale.) Restrictions: Can only bump ratings 10 points a year per category.

Additional endurance: If a pitcher has a certain amount of starts (50 in a two-season consecutive major-league span with a maximum age of 27; 60 in a three-season minor-league consecutive span with a maximum age of 24), the pitcher is eligible for a 8 endurance for 1,000 points. Once ability to increase to 8 endurance is achieved, pending ability passes after one full year of invalid numbers. Restrictions: Must currently be at 7 endurance to comply with rule of one increase per season.
400 Points = Add one pitch (randomized). No more than one pitch can be added to a pitcher ever.
Fielding
250 points = 1 point added to a hitter's defensive range category. Can only boost once per season. (Max 7 on 10-point scale.)Restrictions: Can only boost once per season. Cannot boost arm at a position he has not learned.

A player can learn the following position if...
C - Player is 22 or younger with at least a 4 arm at C prior to any spending.
1B - Plays any other position. Restrictions: Can learn at any age.
2B - Has learned SS or CF. C may learn 2B if C range is 8 or higher.
3B - Has learned 2B or SS. C may learn 3B if infield arm is 5 or higher.
SS - Has learned 2B or CF with a minimum of 6 range and is 24 or younger.
LF - Plays any other position. Restrictions: Can learn if age 33 or younger.
CF - Has learned SS or RF. LF, 2B may learn CF if range is 6 or higher OR running. speed is 6 or higher.
RF - SS, CF may learn RF. Any other position other than C may learn RF provided Outfield Arm is 7 or higher.

Since there is a $20 million cash cap, you can convert extra cash over and above $20 million into points so you do not lose all your profit. (How to calculate: Total revenue less player expenses plus current cash less cash maximum of $20 million.) One point is equal to $50,000 cash. Round up to the nearest 5. Example: If you make $1 million, you can convert it to 20 points. May only be spent after the World Series and before the flip.

5,000 points and a World Series win: one of Fan Loyalty or Team Market may be bumped up. You may go into negative points provided your balance of points is at least 3,000. Restrictions: Must be spent between playoffs and flip in season. Cannot be carried over. Example: St. Louis wins the 2016 World Series. Once the flip occurs, this is negated.

Overalls can NEVER be bumped up over 80 (Or talents) on 1-100 scale.
Overalls may not be raised for a player more than 10 points in any particular category in one season.There is also a maximum of 20 points total that can be added to overalls per season. (Ex: 10 on Contact, 10 on power, or 8/8/4, whatever)
No Overall increases (or in-lines) allowed after the age of 29
No Talent increases (or in-lines) allowed after the age of 24
Talent in a certain category can increase by no more than 1 per season.
There is an honor code in spending and policing yourself. If any violations are found, the GM will not accumulate points for a full season dating to discovery and the player will become a free agent at the conclusion of the season and cannot be traded or demoted to the minor leagues if part of the major-league team.
Overalls can never be bumped above Talents (using the 1-10 scale, so if a player is at 7 talent, the highest it can go is 69) at any time.
